Le Sri Lanka est un État d'Asie du Sud sur l'île de Ceylan. Il est situé au sud-est de l'Inde, peuplé d'environ vingt millions de personnes d'origines, de religions, de langues et de coutumes différentes.
Il est appelé en forme longue République démocratique socialiste du Sri Lanka ou République socialiste démocratique du Sri Lanka, en cingalais Sri LankāŚri LankaÇri Lanka ou Śrī Laṅkāශ්‍රී ලංකා et Sri Lankā Prajathanthrika Samajavadi Janarajayaශ්‍රී ලංකා ප්‍රජාතාන්ත්‍රික සමාජවාදී ජනරජය, en tamoul Illankaiஇலங்கை et Illankai Chananaayaka Chosalisa Kudiyarasuஇலங்கை சனநாயக சோஷலிசக் குடியரசு et en anglais Sri Lanka et Democratic Socialist Republic of Sri Lanka ; il a porté auparavant les noms deTaprobaneSerendib, puis Ceylan jusqu'en 1972.
Le Sri Lanka possède deux langues officielles reconnues par la constitution du pays à parts égales, le cingalais et le tamoul. La première est prédominante dans la plus grande partie du pays, car environ 73,8 % de locuteurs sont cingalais, pour environ 26,1 % de tamouls et d'autres langues comme l'anglais avec 0,1 %.
Les politiques racistes de G. G. Ponnambalam, dirigeant tamoul, et de son homologue cingalais, S. W. R. D. Bandaranaike, déclenchèrent, pendant les années 1930, des troubles entre les deux communautés. Les premiers affrontements eurent lieu en 1939, après un discours enflammé du dirigeant tamoul Ponnamabalam5. Par contre, les actions indépendantistes furent non-violentes et adoptèrent une approche progressive et constitutionnelle.
La Seconde Guerre mondiale retarda les troubles ethniques sur l'île et un gouvernement modéré, dirigé par Don Stephen Senanayake, premier ministre, déclara l'indépendance le4 février 1948. Après la mort de Senanayake, une coalition nationaliste cingalaise menée par Bandaranaike gagna les élections. Le gouvernement de S. W. R. D. Bandaranaike, au pouvoir en 1956, instaura le cingalais comme seule langue officielle, première loi emblématique discriminante à l'égard de la minorité tamoule.
Les Tamouls, surtout le parti souverainiste tamoul (Tamil Arasu Kachchi), organisèrent des manifestations pacifiques contre l'usage d'une langue officielle unique. En 1958 un pogrom anti-Tamouls fait 500 victimes et en 1959 S. W. R. D. Bandaranaike est assassiné par un moine bouddhiste cingalais. En 1972, le bouddhisme est décrétée religion d'état et l'admission des Tamouls à l'université devient sélective.
Les Tamouls et très majoritairement les jeunes, prennent alors les armes sous forme de plusieurs groupes de guérilla. En 1977, une modification de la loi sur la langue officielle reconnaît à nouveau — mais un peu tard — le tamoul comme langue officielle.
Une guerre civile prend de l'ampleur à compter de 1983 : elle oppose le gouvernement central et l'organisation des Tigres Tamouls (en anglais LTTE - Liberation Tigers of Tamil Ealam), conduite par Velupillai Prabhakaran, et devenue unique représentante de la résistance armée. En prenant en compte les évènements d'avant la guerre proprement dite, cette guerre civile a causé la mort de plus de 100 000 personnes depuis 1972.

Sri Lanka has two official languages recognized by the constitution of the country equally, Sinhala and Tamil. The first is predominant in most of the country, with approximately 73.8% of speakers are Sinhalese, for about 26.1% of Tamil and other languages such as English, 0.1%.Racist policies GG Ponnambalam, Tamil leader, and his Sinhala counterpart, SWRD Bandaranaike, unleashed during the 1930 unrest between the two communities. The first clashes took place in 1939, after a fiery speech of the Tamil leader Ponnamabalam5. For cons, the separatist actions were nonviolent and adopted a progressive and constitutional approach.
World War II delayed ethnic unrest on the island and a moderate government led by Don Stephen Senanayake, Prime Minister, declared independence on February 4, 1948. After the death of Senanayake, a Sinhalese nationalist-led coalition won the Bandaranaike elections. SWRD Bandaranaike's government, in power in 1956, introduced Sinhala as the only official language, first discriminant iconic Act in respect of the Tamil minority.
Tamils, especially Tamil separatist party (Tamil Arasu Kachchi) organized peaceful protests against the use of a single official language. In 1958 anti-Tamil pogrom victims made 500 and 1959 SWRD Bandaranaike was assassinated by a Buddhist monk Sinhala. In 1972, Buddhism was declared the state religion and the admission of Tamils in university becomes selective
Tamils and overwhelmingly young, then take up arms in the form of several guerrilla groups. In 1977, an amendment to the law on the state language recognized again - albeit belatedly - Tamil as an official language.
A civil war is growing from 1983: it opposes the central government and the organization of the Tamil Tigers (LTTE in English - Liberation Tigers of Tamil Eelam), led by Velupillai Prabhakaran, and became sole representative of the armed resistance . Taking account of the events before the actual war, the civil war has killed more than 100 000 people since 1972.
